Can decentralized software management be arranged fairly?
The many open source projects, including many cryptocurrencies and decentralized trading platforms, show that it is easy to organize, but also that everyone has a certain responsibility to regularly check that nothing goes wrong.
So the answer is “Yes” but it is not without that caveat.
